Pipeline construction and operation is subject to a variety of regulations, both at the federal and state levels. The federal regulations are largely administered by the Pipeline and hazardous materials safety Administration (PHMSA), a division of the U.S. Department of transportation. these regulations cover a wide range of topics, including design, construction, operation, Maintenance, and emergency response.

At the federal level, PHMSA regulations require that pipeline operators must obtain a certificate of public Convenience and necessity (CPCN) from the Federal energy Regulatory Commission (FERC) before constructing or operating a pipeline. This certificate is intended to ensure that the pipeline is in the public interest and that it meets all applicable safety and environmental standards.
