Pipeline construction and operation is subject to a variety of regulations, both at the federal and state levels. The federal regulations are largely administered by the Pipeline and hazardous materials safety Administration (PHMSA), a division of the U.S. Department of transportation. these regulations cover a wide range of topics, including design, construction, operation, Maintenance, and emergency response.

a In case of dispute, laboratory Rockwell C hardness testing shall be used as the referee method.
